Absolutely. Once you choose a contest winner then the designer submits all the files to you and you hold their copyrights. The designer also signs off on a design transfer agreement and hands over complete rights to the designs to you.

To make your design brief confidential, you can choose the Non-Disclosure Agreement (NDA) & Search Engine Privacy add on when posting your contest. On doing so the designer has to sign a NDA to view your design brief. If you want you can upload your own NDA too. The add on would also prevent your contest from getting crawled and therefore, would not be visible on search engines such as Google, Bing etc.
